(3) Future events
The Board feels that we want to organise at least two events per year. A brainstorm on topics yields the following suggestions:
•	Event for architects and engineers, involving RIBA and CIBSE
•	Interpretation of simulation results
•	Discussion forum on BB101 (what is its future/together with CIBSE School Design group?)
•	Quick and dirty modelling
•	Uncertainty and validation
•	Joint event with the CIBSE societies for façade engineering and lighting, dealing with solar control, glare, actual performance, and building use
•	Natural ventilation
•	Modelling for sustainability/low carbon, discussing how modelling helps design (‘close the gap’)
Potential of a link-up with Building Simulation 09 is discussed; it is generally felt that this will only be good if it takes the form of a workshop, and noted that Glasgow is outside England.
Malcolm and Mikkel put forward that some events could be less formal, having a discussion forum or workshop format.
In terms of dates, it is decided to aim for one event late January 2009 and one in October 2009. Malcolm will ask the Newcastle contact (Hamza Naveen) whether there is a chance of getting something planned for Newcastle in late 2008.
Our commercial members (ARUP, Faber Maunsell and Mott McDonald) are willing to host events, but not able to fully organise them.

(4) Links with CIBSE, RIBA and other organisations
There is another round of discussion on how IBPSA-England relates to CIBSE, and whether or not we want to become a CIBSE group. Malcolm suggests informally obtaining more info on rules and restrictions that might apply to a CIBSE Group, and revisit this issue at a following meeting. This will overlap the action on the ‘strategy’ that already has been identified.

Software competition for BS09:
Simon, Jonathan and Malcolm have been talking to IBPSA-Scotland about organisation of a software competition. A proposal (half of an A4) will be drafted and discussed with Lori McElroy. The Board has a strong view that the industrial competition ought to be based on real projects; the academic competition might need to be limited to students only. The need for good judging criteria is stressed.

In relation to BS09, the topic of sponsoring is also to be revisited. Jonathan will informally ask Lori where IBPSA-Scotland stands at present, before undertaking any action.

Any other business:
Pieter has obtained his EPSRC First Grant, and asks for any candidates that might want to apply for a two-year postdoc position in Plymouth.

Mikkel suggests adding a map of the UK to the website, with information on Universities involved in simulation (research topics, courses offered). Dejan will make a start, based on the IBPSA-England Board members. Pieter will, if time allows, have look at other candidate institutions.

Malcolm asks whether IBPSA-England events can be made to count as CPD. Dejan informs that this was hard for his symposium, but this is to be investigated in more depth in the future.

Actions
•	Draft outline for position paper on Low Carbon Buildings	Dejan
•	Article for BSJ on IBPSA-England and the Symposium Malcolm, Edward
•	Ask selected authors from Plymouth symposium to
write an article for JBPS Pieter
•	Follow-up on EPSRC network funding ideas from Ian Malcolm
•	Start ‘strategy’ document, using / reviewing existing Charter	Malcolm
•	Explore feasibility of a late 2008 event in Newcastle Malcolm
•	Hold late January 2009 event tba??
•	Hold October 2009 event tba?
•	Reminder to members on BS09 Abstract deadline Pieter
•	Organise software competition for BS09	Simon, Jon and Malcolm
•	Ask Lori McElroy about BS09 sponsoring Jonathan
•	Add map with Academic institutions to website Dejan
•	Undertake research on non-board players for this map Pieter

Next meeting
The next meeting is planned for 17 November, 17:00, at the ARUP headquarters in Fitzroy Street in London.

Minutes of the IBPSA England Board Meeting,
University College London, London, 8 July 2008

Attendees
Malcolm Cook, De Montfort University (Chair)
Dejan Mumovic, University College London (Host)
Mikkel Kragh, ARUP
Edward Murphy, Mot MacDonald
Michael Lim, Faber Maunsell
Jonathan Wright, Loughborough University
Simon Rees, De Montfort University
Pieter de Wilde, University of Plymouth (Secretary)

Apologies
Mike Davies, University College London
Ian Ward, University of Sheffield/BRE

Agenda
10:00	Welcome, installation of new Board
10:15	Review and present status of IBPSA-England
11:00	Software competition for BS09
13:00	Summary, and date + location of next meeting

Minutes
Malcolm welcomes everyone to the IBPSA-England Board meeting at UCL. He thanks Dejan for organising a fantastic event on Low Carbon Buildings the day before. He formally launches the 2008-2010 Board, thanks Ian Ward for his leadership over the past two years and for his role in starting IBPSA-England, and welcomes new Board members Edward Murphy and Michael Lim.

Low Carbon Building Symposium:
Dejan informs us that the symposium had about 160 visitors; it yielded in the order of 53 new IBPSA-England members (25% increase). Follow-up activities (needed in the context of the Urban Buzz Funding) will include the preparation of podcasts that will be available via the website. Dejan also suggest developing a broad ‘position paper’ on low carbon buildings, capitalising on the presentations and discussions held. There is some discussion on the Board on the actual status of such a paper, and whether or not this can be voiced as representing the opinion of IBPSA-England Board only, or the opinion of IBPSA-England as a whole. It is decided that Dejan will propose a framework for the paper which will be circulated amongst the Board before moving this forward.

Actions from previous meeting:
•	Work on an article for the CIBSE Journal by Malcolm has not progressed, and is now overtaken by the joint symposium on Low Carbon Buildings. It is suggested to combine an intro to IBPSA-England and a report of the symposium in one article. Edward has contacts in BSJ who can be asked for their view on how to best take this forward.
•	The proposal on EPSRC network funding was an action for Ian; Malcolm will contact Ian to ask for the status, and will inform the Board by 8 August.
•	Urban Buzz Funding has been successfully secured by Dejan and Mike, and has contributed to the Low Carbon Building event.
•	Options to review Plymouth conference papers in the CIBSE BSERT Journal have been reviewed by Pieter, and discussed with Simon. It was found that there was insufficient material to aim for a special issue. It is suggested by Jonathan to ask the authors of the few qualifying papers to write an article for the new IBPSA Journal of Building Performance Simulation. [Action Pieter]
•	The organisation of a Northeast event in March 2008 has failed to materialize; however, there is a new contact in Newcastle (Miss Hamza Naveen) who might be willing to move things forward. [Malcolm to discuss with Hamza].

Review and present status of IBPSA-England:
(1) Membership
Currently the membership is in the order of 130 to 150 persons (not exactly known due to people changing post, students on the list, etc). It is suggested that we encourage members to keep IBPSA-England up-to-date by making a request to do so at the end of each email we send out. It is also suggested we might introduce a small annual fee for membership; payment and personal data updating could then go hand in hand.

(2) IBPSA-England Profile
Edward asks whether or not IBPSA-England has a clear strategy for development, similar to a business plan:
•	Mission statement, objectives
•	Target membership numbers in 5, 10 years
•	Target number of events per year.

He is informed that IBPSA-England has a Charter as a basis, which contains some elements, but that we lack a written strategy. Malcolm will review the Charter and start an outline strategy document, which will contain:
1.	The ambition to hold two events per year
2.	To increase membership numbers (to be defined)
3.	To make material from workshop, conferences etc available online
4.	To develop and maintain links with special interest groups in other relevant organisations (e.g. CIBSE, RIBA, etc.) and to run events in collaboration.

Another issue of concern is communication with our members. Malcolm suggests looking for reasons to email our members, and has identified:
(a)	Follow-up on UCL event, notifying members of podcasts
(b)	Pointing out event x, y, z and linking via website
(c)	Pointers to IBPSA-World newsletters, proceedings etc
(d)	Reminder for BS09 abstracts (action Pieter in early August)
It is agreed that Dejan will be the central point for distributing email to our members. Job announcements will go on the website, not per email.

Mikkel points out that the website needs to attract more interest, and become a real point of reference.

The minutes from the previous meeting (11/02/07) are accepted.

Actions from previous meeting:
•	Pieter, Malcolm and Martin have drafted a first initial text for the CIBSE journal. The Board provides feedback; Malcolm will take this forward and will discuss publication with CIBSE.
•	Simon has kindly taken the lead in developing the FAQ section of the website. To take this forward he needs input from the other members of the Board. Simon will re-destribute the current version. Regarding the website in general, it is felt that IBPSA Talk is currently not enjoying a lot of use, so it is decided to take it off the website until the need for a national discussion forum is established. Job openings will be taken to a dedicated part of the site.
•	Ian has been talking to EPSRC about network funding. They have some remarks, but would be willing to look at a submission for funding provided we address their comments. Ian will work on a draft application.
•	Dejan informs us that Mike has been talking to DGLC, and that there probably is room for funding of activities that support collaboration between industry, academia and government on the topics of Part L and Part F. Info on available budgets will be ready in about 6 to 8 weeks. To be continued by UCL.
•	Malcolm states that the DMU event on best practice in simulation (12 July) is ready for announcements and registration.
•	Pieter informs the Board that the Plymouth event has a preliminary programme. It is suggested to bring flyers to DMU and BS07 to promote it. Practicalities like venue, catering etc are currently being worked on.

BS2007, Beijing, China:
Jonathan and Ian state a 99% certainty of attending BS07, Malcolm and Pieter estimate their chance of attending 95%. This means that representation to the conference and IBPSA World is in hand. No guidelines on reporting to ‘World’ have been received yet. Jonathan will ask Jan Hensen for instructions; Pieter will prepare some basic material anyway. It is decided not to put any effort into getting sponsors for BS07; efforts will be reserved for the BS09 conference closer to home.

Outlook for 2008:
Pieter has noted a need for the planning of activities for 2008. Ian and Malcolm will be working on an event in the Northeast, say for March. Dejan / UCL will then take on the organisation of a London-based event in June, possibly in collaboration with CIBSE. For September, there has been discussion about an IBPSA-UK conference in Glasgow, as run-up to BS09. Ian will ask Lori McElroy about the status.

Decisions
•	IBPSA Talk to be taken from the website for the time being; job openings to be included in a dedicated section.
•	Not to invest efforts in getting English sponsors for BS07.

Actions
•	Article for CIBSE Malcolm (& Pieter)
•	Recirculation of website FAQ Simon
•	Feedback on website FAQ all
•	Formal proposal on EPSRC network funding Ian
•	Contact with DGLC on funding of events Mike and Dejan
•	Peparing material for BS07 / World Pieter

Next meeting
The next meeting is dependent on the status of the IBPSA-UK event in 2008. If this materialises, the next meeting will be bolted to the Plymouth Event on 16 November (perhaps the evening before).

On principle others can also join upon request.
•	Malcolm informs that he has been asked by Blackwell to consider publishing possibilities that might come from IBPSA-England. He is also thinking of an update of the CIBSE AM11 manual. Malcolm suggests that one issue for the next meeting could be publications, and sourcing funding to support this. Furthermore, Malcolm suggests that we should try to arrange some English sponsors for BS07, since that would bring in some funds.
•	Dejan is working on a James&James book, titled “An Introduction to Complex built Environments”. Dejan invites those on the Board to contribute a chapter. He informs the Board that Ian is absent due his replacement calling in ill at the last moment. Appologies from Jonathan and Simon have been received per email.

The minutes from the previous meeting (30/11/06) are accepted.

Networking and relations:
•	Malcolm will have a meeting with CIBSE on 22 February, and will sound out CIBSE’s view on collaboration with IBPSA-England. Ideas are a joint event, maybe together with the natural ventilation group, or an event on assistance with modelling.
•	There is no news from Ian on the plans to go for EPSRC Network funding; it is assumed Ian is bringing this forward. Action Ian
•	Mike mentions that UCL is in contact with DCLG (Department for Communities and Local Government) on legislation, giving feedback on Part L, SBEM etc. This might provide to be an option to start an IBPSA-run project, providing funding to organise a number of meetings in collaboration with other organisations, building control officers, etc. Mike will follow this up. Action Mike
•	Pieter states that we need to maintain contact with our members, and thus need an ‘excuse’ to send them emails – perhaps the announcement of our events?
•	The article on IBPSA-England for the CIBSE Journal is still needed. The Mott McDonald’s website apparently has an article. We also have the text published in the IBPSA-World newsletter. Action Malcolm and Pieter.

Events:
•	Malcolm informs us that the plan to have an event at DMU at 13 March proves to be not viable, and that more time is needed. He is now looking at a date after Easter, say 15th of May. Malcolm sets himself the deadline of 8 March to make final decisions and inform the Board.
•	Pieter informs that the Southwest Event for 16 November is well on its way, with UWE, Bath and Exeter University helping with the organisation. A flyer/call for papers is on the website. Crucial next phase is promoting the event, and ensuring sufficient participation.

Membership database:
•	Dejan informs us that at present, no new applications are being received over the web. This is likely to be due to little activities; most of the current membership has been created in anticipation of the launch event.
•	We have a number of members in the database from overseas. Dejan asks how to deal with those. Action not defined.?
•	There is a small software issue in the automated system: the membership list and the access to IBPSA-talk are currently not synchronised. Dejan will either sort out transferring the data from one tool to the other, or do a manual job on existing members.

Website:
•	Dejan mentions the visibility of the website. To increase this, it would be good to have the website linked from as many other sites as possible.
•	For further development, it seems important to ask especially our corporate members what they would like to see on the website. We can offer job advertisements for free. Also, for the time being links and logos could be incorporated for free, to make the site more known to the practice. Mike, Malcolm and Pieter volunteer to speak to some of their contacts to ask for their views on this.
•	The website, especially IBPSA-talk, is demonstrated.

Mike gives apologies for Dejan and represents UCL on the Board.

The minutes from the previous meeting are accepted, apart from a small mistake in the date (still carries those of meeting before). Pieter will change these. Furthermore, it is noted that the text on CIBSE network should be reading CIBSE Groups.

The meeting follows the matters arising on the agenda.
•	Thank-you letter to speakers of launch event: carried out by Ian, as mentioned in his email to the Board.
•	Article for IBPSA Newsletter on the establishment of IBPSA-England: completed and published by Pieter, with input from Ian and Jonathan.
•	Article for CIBSE Journal: status uncertain. Pieter has emailed Martin Mayfield, and is awaiting response. Ian mentions in his email that Mott McDonald might have taken some action regarding this, but he has not seen any publication. Action to be carried forward.
•	Update of email/member list: Mike informs us that Dejan has been moving this forward and has a list of 50-plus IBPSA-England members. Detailed status of this database is unknown.
•	IBPSA-England Website, Talk, and Member Section: Dejan has done a major job on the website, expanding it with a discussion board session named IBPSA Talk. Mike shows printouts. The Board then discusses the set-up, and compares with other systems like the BLDG-SIM mailing list. Dejan is thanked for his significant input; the Board will need to access the site through a PC to get a better look, and to see whether and how the Board itself can use it while getting a better understanding of the facilities available. The Board also realises that this type of layout does not actively reach out to members; it is decided that it would be good to have a number of highly informative emails from IBPSA-England to its members, pointing out things like conferences and the international IBPSA Newsletter to those interested. These emails should be chanelled through Pieter (secretary) using Dejan’s list. For the privacy of the members, such messages should be sent BCC. It is also noted that the Board does not think it wise to enable member’s full access to the member mailing list other than through the Board, to prevent SPAM and other unwanted mailings.
•	FAQ for the website: Simon has made an initial item list for the FAQ. This list is accepted as a good framework by the Board. A follow-up might be to have some of this list (section 1) as open information on the website, whereas another part (section 2) might go to a members-only area. Simon will give an initial take on the answers to the questions, and will circulate those amongst the Board for comment before giving them to Dejan for inclusion in the site.
•	Options to hold money: both Malcolm and Mike report that their universities can facilitate IBPSA events as ‘short courses’, but are not able to open an account. Jonathan reports that he could open one at Loughborough, but that it would be connected to his person and not accessible for others. There is discussion about the potential surplus of events, that all goes to the organising university in a ‘short course’ set up, but also of the risk of making losses and being personally accountable if opening an IBPSA account with a bank. It is decided that the upcoming event at DMU will be organised as a short course, and Malcolm will explore the possibilities of an agreement between IBPSA-England and DMU to claim a part of the profits (no guarantee). Furthermore, the Board might try to get sponsors for BS’07 and thereby aim for a small share in BS’07 profits, which would be a low-risk way to start with a positive balance.
•	EPSRC network funding: Ian has investigated this and is formulating a proposal. This will have to focus on outreach to people not yet involved, especially industry. Ian has some support for this and will take matters forward.
•	CIBSE Groups: Malcolm will investigate options. It is noted by the Board that there are different ways to relate to CIBSE, of which becoming a CIBSE Group is only one. Malcolm will try to get an overview of different options, as well as the advantages and disadvantages. Good contact with CIBSE seems important, but the Board currently has a preference for an informal relationship.
•	DMU Symposium on ‘Good Practice in Building Simulation’, 13 March 2007: Malcolm presents a draft programme for the day, which is accepted by the Board. As stated previously this will be organised as DMU short course. There will not be a Board meeting on the same day.
•	Plymouth ‘Simulation in the Southwest’ Symposium, 16 November 2006: Pieter has been building a framework, with contacts from University of Exeter, UWE and Bath joining in. Things are currently well on track.

Therefore there are no formal introductions and the Board focussed on new issues and business from the start.

The launch event of today was cinsidered successful, with 40 attendees and good keynote presentations by Jeff Spitler, Lori McElroy and Jake Hacker.

The main discussion focussed on ideas how to move IBPSA-England forward, partly fuelled by an open forum discussion with the attendees of the Launch Event. Topics discussed were:
•	Article to be published in the CIBSE Journal, to be written by Martin and Pieter. This is to be circulated amongst Board Members for comments before submission.
•	Article for IBPSA News, to be initiated by Pieter; again to be circulated amongst Board Members for comments before submission.
•	Development of the website to include a secure-access session for members only, to include an job openings session, FAQs, tools/vendors section. All board members are to think about items that can be included here; Dejan will bring them together and put them to the web.
•	The pros and cons of setting up either a forum or mailing-list for UK-based simulationists, similar to the mainly US-oriented BLDG-SIM list. No final decision is reached.
•	The board has a strong feeling that in order to organise future events it would be good for IBPSA-England to be able to hold funds. Malcolm and Mike will investigate the options and consequences in terms of liabilities, risks etc. An informed decision will be taken at the next meeting.
•	Options for getting funding for IBPSA-England will be researched, looking into EPSRC Network funding (Ian) and CIBSE (Simon). The board agrees that approaching CIBSE is best done once IBPSA-England has a bit more firm standing, and is best carried out by industrial partners.
•	The organisation of future events. Malcolm offered to organise an event on the topic of ‘Good Practice in Building Simulation’. Preliminary date and location: 6 March 2007, DMU, Leicester. Pieter offered to oganise an event on ‘Building Simulation in the SouthWest’. Preliminary date and location: 16 November, Plymouth. Both will submit a short paragraph to Dejan for the website.

Decisions
•	Two events to be organised in 2007 – Best Practice in Building Simulation, DMU, 6 March, and Simulation in the SouthWest, 16 November.
•	Options for holding funds to be investigated.
•	Website to contain a members-only section, with clear benefits.
•	Publications to announce the launch of IBPSA-England, and to increase the number of members.
•	Decision on launching a forum or mailing-list is postponed for the time being.

The next Board Meeting will take place after the CARB Meeting:
Thursday 30/11 November 2006 at the De Montfort University

Actions
Thank-you letter to speakers o launch event Ian
Article for IBPSA Newsletter on IBPSA-England Pieter
Article for CIBSE Journal Martin and Pieter
Update email/member list Dejan
Investigate options to hold money Malcolm and Mike
Think about items for FAQ, links on web All
Organise Event at DMU (March 07) Malcolm
Organise Event at Plymouth (November 07) Pieter
Paragraphs on events for web Malcolm and Pieter
Investigate EPSRC network funding Ian
Investigate CIBSE network funding Simon
Upgrade website with member section etc Dejan

A short round of introductions took place for ‘new faces’.

Ian Ward opened the formal meeting and introduced the agenda.

Pieter de Wilde summarised the final work on the IBPSA England Charter, as forwarded by email to the Board on the 6th of April. Since then, most board members have signed; however, since a few signatures are still missing Pieter asked for a signature on a new print-out, which was passed along all attendees. Pieter still needs a signature of Simon Rees; once that is received he will scan the Charter and send the formal application to Dru Crawley of IBPSA World.
Ian Wards presented a draft outline for the IBPSA England Launch Event, which is to take place at the University of Sheffield in Autumn 2006. This was followed by a brainstorm of the Board on an outline for the agenda and potential topics/speakers. The event is to include a presentation with a high-ranking official of IBPSA World; Jonathan Wright informed the group that IBPSA World Representatives will meet at Loughborough on 11 and 12 September. Due to this fact, 13 September was selected as date for the event. Other topics considered for presentation were: current state of simulation, examples of the use of simulation, and a forum discussion on the future of the discipline. Ian Ward will work out a full programme and invite speakers.

Mike Davis presented the IBPSA England website, as developed by Dejan Mumovic. The design is approved, and the logo adapted as logo for IBPSA England in general as well. Some slight comments are given on page lay-out and content; Mike Davis will report these to Dejan.

Andrew Marsh informed the group that a number of people from Wales is following the launch of IBPSA England with great interest, and will follow up with the launch of IBPSA Wales as soon as IBPSA England is established. There is no information available about any incentives or interests in Northern Ireland.

Pieter de Wilde informed the Board that IBPSA Netherlands sends out regular round-robin emails to inform the members of upcoming events, IBPSA World news etcetera. It was agreed that Pieter should make a draft for an email announcing the launch, and that Dejan Mumovic will maintain the membership + email list.

Decisions
•	The IBPSA England Launch Event will take place on Wednesday 13 September 2006, at the University of Sheffield.
•	The next full IBPSA England Board Meeting will take place directly after the Launch Event, again on Wednesday 13 September 2006 at the University of Sheffield.

Actions
Finalise IBPSA-England Charter: Pieter de Wilde
Appication to IBPSA World: Pieter de Wilde
Update and website: Dejan Mumovic
Detail launch event in Sheffield: Ian Ward
Round-robin email: Pieter de Wilde and Dejan Mumovic

Ian Ward was elected chairperson for the meeting.

Ian Ward summarised the reasons for establishing an IBPSA regional affiliate in England, and the findings from the previous meeting. All present confirmed the desire to go ahead and start IBPSA-England.

There was an initial discussion on how to proceed and formally start. It was decided to consider the present meeting as formal launch of the Affiliate, by means of discussion of the draft charter, then to be signed by all present.

The draft charter for IBPSA-England was then discussed in detail, and amended where appropriate. A few issues raised were: finances (in the long term, it might be desirable to be able to hold funds; if so required, there will be a need to open an account and appoint a treasurer); board/committee structure, and mechanisms for selection of this board/committee; role and membership of organisations; the relationship between IBPSA-England and other IBPSA affiliates for different geographic areas within the UK; and initial IBPSA England events.

The founding committee then elected Ian Ward as chair of the Initial Board, Malcom Cook as Vice-Chair, and Pieter de Wilde as Secretary, with Jonathan Wright, Simon Rees, and Dejan Mumovic as members. It was agreed that it would be a good idea to bring those involved in simulation together to exchange ideas.

Iain Mc Donald then gave a presentation on the workings of the Scottish Energy Systems Group and how it interacted with both Joe Clarke’s ESRU and the industry.

There was also some debate as to whether or not the formation of a UK IBPSA was a good idea or not. The general consensus was that by staying as individual country based groups there may be the opportunity to run “local” events without the need for participants to travel the length of England, Wales to attend. It would also afford the opportunity to look for regionally based funding – such as Regional Government Offices, Northern Way etc.

The formation of an EPSRC Network was also considered but was generally felt that it was a little premature to put one forward until the extent of interest had been demonstrated.

Decisions
It was generally felt that the best way forward at this moment in time was to:
•	Establish the interest in setting up such a group
•	Look to initially setting up a group working along similar lines to the UK Comfort Group
•	Investigate the terms and conditions of membership of IBPSA
•	Look to running an event next Autumn for researchers (possibly PG’s), to be followed by a joint event in 2008 involving Scotland, Wales and England.
•	Interested parties to draw up a list of other people who may be interested in joining ( a current list is attached)
•	A follow up meeting to be arranged before Xmas – date and location to be finalised by e-mail

Actions
Obtain and read the IBPSA By-laws MC/ DA
Contact J Wright ICW
Contact J Spitler MC
Draw a up an initial document for IBPSA ICW

Follow up on actions
MC has contacted J Spitler and passed on information and received information back regarding by-laws and passed them on to Don.
ICW contacted Jonathan and gave him a summary of the discussions at the meeting.
