The minutes from the previous meeting (11/02/07) are accepted.<br /><br />Actions from previous meeting:<br />â€¢	Pieter, Malcolm and Martin have drafted a first initial text for the CIBSE journal. The Board provides feedback; Malcolm will take this forward and will discuss publication with CIBSE.<br />â€¢	Simon has kindly taken the lead in developing the FAQ section of the website. To take this forward he needs input from the other members of the Board. Simon will re-destribute the current version. Regarding the website in general, it is felt that IBPSA Talk is currently not enjoying a lot of use, so it is decided to take it off the website until the need for a national discussion forum is established. Job openings will be taken to a dedicated part of the site.<br />â€¢	Ian has been talking to EPSRC about network funding. They have some remarks, but would be willing to look at a submission for funding provided we address their comments. Ian will work on a draft application.<br />â€¢	Dejan informs us that Mike has been talking to DGLC, and that there probably is room for funding of activities that support collaboration between industry, academia and government on the topics of Part L and Part F. Info on available budgets will be ready in about 6 to 8 weeks. To be continued by UCL.<br />â€¢	Malcolm states that the DMU event on best practice in simulation (12 July) is ready for announcements and registration.<br />â€¢	Pieter informs the Board that the Plymouth event has a preliminary programme. It is suggested to bring flyers to DMU and BS07 to promote it. Practicalities like venue, catering etc are currently being worked on.<br /><br />BS2007, Beijing, China:<br />Jonathan and Ian state a 99% certainty of attending BS07, Malcolm and Pieter estimate their chance of attending 95%. This means that representation to the conference and IBPSA World is in hand. No guidelines on reporting to â€˜Worldâ€™ have been received yet. Jonathan will ask Jan Hensen for instructions; Pieter will prepare some basic material anyway. It is decided not to put any effort into getting sponsors for BS07; efforts will be reserved for the BS09 conference closer to home.<br /><br />Outlook for 2008:<br />Pieter has noted a need for the planning of activities for 2008. Ian and Malcolm will be working on an event in the Northeast, say for March. Dejan / UCL will then take on the organisation of a London-based event in June, possibly in collaboration with CIBSE. For September, there has been discussion about an IBPSA-UK conference in Glasgow, as run-up to BS09. 			<![CDATA[Other business:<br />â€¢	Re. non-Board members joining Board-meetings, it is decided there should be a shortlist of some names of persons who have contributed in the past (e.g. Andrew Marsh, Andy Wright, Hasim Altan) who should be invited. On principle others can also join upon request.<br />â€¢	Malcolm informs that he has been asked by Blackwell to consider publishing possibilities that might come from IBPSA-England. He is also thinking of an update of the CIBSE AM11 manual. Malcolm suggests that one issue for the next meeting could be publications, and sourcing funding to support this. Furthermore, Malcolm suggests that we should try to arrange some English sponsors for BS07, since that would bring in some funds.<br />â€¢	Dejan is working on a James&amp;James book, titled â€œAn Introduction to Complex built Environmentsâ€. Dejan invites those on the Board to contribute a chapter. Dejan will email more info to those interested.<br />â€¢	Pieter mentions that his former supervisor at TU Delft, Rien van der Voorden, is setting up a research project on the topic of â€œClimate Adaptive Building Skinsâ€. He informs the Board that Ian is absent due his replacement calling in ill at the last moment. Appologies from Jonathan and Simon have been received per email.<br /><br />The minutes from the previous meeting (30/11/06) are accepted.<br /><br />Networking and relations:<br />â€¢	Malcolm will have a meeting with CIBSE on 22 February, and will sound out CIBSEâ€™s view on collaboration with IBPSA-England. Ideas are a joint event, maybe together with the natural ventilation group, or an event on assistance with modelling.<br />â€¢	There is no news from Ian on the plans to go for EPSRC Network funding; it is assumed Ian is bringing this forward. Action Ian<br />â€¢	Mike mentions that UCL is in contact with DCLG (Department for Communities and Local Government) on legislation, giving feedback on Part L, SBEM etc. This might provide to be an option to start an IBPSA-run project, providing funding to organise a number of meetings in collaboration with other organisations, building control officers, etc. Mike will follow this up. Action Mike<br />â€¢	Pieter states that we need to maintain contact with our members, and thus need an â€˜excuseâ€™ to send them emails â€“ perhaps the announcement of our events?<br />â€¢	The article on IBPSA-England for the CIBSE Journal is still needed. The Mott McDonaldâ€™s website apparently has an article. We also have the text published in the IBPSA-World newsletter. Action Malcolm and Pieter.<br /><br />Events:<br />â€¢	Malcolm informs us that the plan to have an event at DMU at 13 March proves to be not viable, and that more time is needed. He is now looking at a date after Easter, say 15th of May. Malcolm sets himself the deadline of 8 March to make final decisions and inform the Board.<br />â€¢	Pieter informs that the Southwest Event for 16 November is well on its way, with UWE, Bath and Exeter University helping with the organisation. A flyer/call for papers is on the website. Crucial next phase is promoting the event, and ensuring sufficient participation.<br /><br />Membership database:<br />â€¢	Dejan informs us that at present, no new applications are being received over the web. This is likely to be due to little activities; most of the current membership has been created in anticipation of the launch event.<br />â€¢	We have a number of members in the database from overseas. Dejan asks how to deal with those. Action not defined.?<br />â€¢	There is a small software issue in the automated system: the membership list and the access to IBPSA-talk are currently not synchronised. Dejan will either sort out transferring the data from one tool to the other, or do a manual job on existing members.<br /><br />Website:<br />â€¢	Dejan mentions the visibility of the website. To increase this, it would be good to have the website linked from as many other sites as possible.<br />â€¢	For further development, it seems important to ask especially our corporate members what they would like to see on the website. We can offer job advertisements for free. Also, for the time being links and logos could be incorporated for free, to make the site more known to the practice. Mike, Malcolm and Pieter volunteer to speak to some of their contacts to ask for their views on this.<br />â€¢	The website, especially IBPSA-talk, is demonstrated.]]>

			<![CDATA[Other business:<br />o	Pieter asks for a decision to be made on how to deal with some people that were involved in getting IBPSA-England off the ground, but who are not formally on the Board. It was decided that such people should be invited, but cannot vote if voting was necessary. A remaining question is whether Board meetings will be open to wider membership, and if so, how people might be invited without loosing control of the planning of meetings (e.g. catering).<br />o	Jonathan notes that IBPSA World will expect an annual report from IBPSA England. He informs the Board that Ian is absent due to family matters, but has sent a long email regarding his actions. Mike gives apologies for Dejan and represents UCL on the Board.<br /><br />The minutes from the previous meeting are accepted, apart from a small mistake in the date (still carries those of meeting before). Pieter will change these. Furthermore, it is noted that the text on CIBSE network should be reading CIBSE Groups.<br /><br />The meeting follows the matters arising on the agenda.<br />â€¢	Thank-you letter to speakers of launch event: carried out by Ian, as mentioned in his email to the Board.<br />â€¢	Article for IBPSA Newsletter on the establishment of IBPSA-England: completed and published by Pieter, with input from Ian and Jonathan.<br />â€¢	Article for CIBSE Journal: status uncertain. Pieter has emailed Martin Mayfield, and is awaiting response. Ian mentions in his email that Mott McDonald might have taken some action regarding this, but he has not seen any publication. Action to be carried forward.<br />â€¢	Update of email/member list: Mike informs us that Dejan has been moving this forward and has a list of 50-plus IBPSA-England members. Detailed status of this database is unknown.<br />â€¢	IBPSA-England Website, Talk, and Member Section: Dejan has done a major job on the website, expanding it with a discussion board session named IBPSA Talk. Mike shows printouts. The Board then discusses the set-up, and compares with other systems like the BLDG-SIM mailing list. Dejan is thanked for his significant input; the Board will need to access the site through a PC to get a better look, and to see whether and how the Board itself can use it while getting a better understanding of the facilities available. The Board also realises that this type of layout does not actively reach out to members; it is decided that it would be good to have a number of highly informative emails from IBPSA-England to its members, pointing out things like conferences and the international IBPSA Newsletter to those interested. These emails should be chanelled through Pieter (secretary) using Dejanâ€™s list. For the privacy of the members, such messages should be sent BCC. It is also noted that the Board does not think it wise to enable memberâ€™s full access to the member mailing list other than through the Board, to prevent SPAM and other unwanted mailings.<br />â€¢	FAQ for the website: Simon has made an initial item list for the FAQ. This list is accepted as a good framework by the Board. A follow-up might be to have some of this list (section 1) as open information on the website, whereas another part (section 2) might go to a members-only area. Simon will give an initial take on the answers to the questions, and will circulate those amongst the Board for comment before giving them to Dejan for inclusion in the site.<br />â€¢	Options to hold money: both Malcolm and Mike report that their universities can facilitate IBPSA events as â€˜short coursesâ€™, but are not able to open an account. Jonathan reports that he could open one at Loughborough, but that it would be connected to his person and not accessible for others. There is discussion about the potential surplus of events, that all goes to the organising university in a â€˜short courseâ€™ set up, but also of the risk of making losses and being personally accountable if opening an IBPSA account with a bank. It is decided that the upcoming event at DMU will be organised as a short course, and Malcolm will explore the possibilities of an agreement between IBPSA-England and DMU to claim a part of the profits (no guarantee). Furthermore, the Board might try to get sponsors for BSâ€™07 and thereby aim for a small share in BSâ€™07 profits, which would be a low-risk way to start with a positive balance.<br />â€¢	EPSRC network funding: Ian has investigated this and is formulating a proposal. This will have to focus on outreach to people not yet involved, especially industry. Ian has some support for this and will take matters forward.<br />â€¢	CIBSE Groups: Malcolm will investigate options. It is noted by the Board that there are different ways to relate to CIBSE, of which becoming a CIBSE Group is only one. Malcolm will try to get an overview of different options, as well as the advantages and disadvantages. Good contact with CIBSE seems important, but the Board currently has a preference for an informal relationship.<br />â€¢	DMU Symposium on â€˜Good Practice in Building Simulationâ€™, 13 March 2007: Malcolm presents a draft programme for the day, which is accepted by the Board. The Institute's work focuses on the clean, efficient use of energy in the built environment and developing ways in which greater use can be made of renewable energy in domestic buildings, industry and commerce.<br /><br />Research undertaken by the Institute's multi-disciplinary team covers a seamless range from basic modelling, through component and building simulation and performance evaluation, to city scale energy and environment analysis, management, planning and policy. The projects involve the development and testing of existing building energy modelling software and linked geographical information system (GIS) tools, and urban scale modelling to predict CO2 emissions and quantify the potential benefits of energy efficiency and renewable energy measures. Key and novel aspects of the work will be validation of the software using newly available, fine-grained domestic energy data.<br /><br />You will have a good first degree in a science-related, numerate discipline and, for the Research Fellow level, a record of publications in peer-reviewed journals and conference proceedings. Strong programming skills, preferably in Visual Basic, are required. The â€˜environment' area of Bartlett research is one of the largest and most mature within the Bartlett and has expanded significantly over the last five years to a team of fourteen core funded permanent staff. This group of building scientists who research environmental problems are now restructuring into the â€˜Complex Built Environment Systems' (CBES) group. CBES is primarily interested in developing solutions to the practical problems of designing, constructing and managing appropriate environments within and around buildings. The aim of the network is to define and promote the research effort needed to understand and enhance the thermal comfort of building occupants whilst also minimising the energy use of buildings, in particular those without year-round mechanical heating and cooling.<br /><br />Outputs from the network will include research to underpin new norms and standards for indoor climate and design guidance for building controls. WERC is a collaborative body, formed to encourage closer integration of Welsh energy research and policy. The WERC funding has created three new integrated energy projects - Virtual Village (VIRVIL), Low Energy Design LEDs (LEDLED) and Solar Thermal Absorption Cooling Systems for Domestic scale properties (STACS). Therefore there are no formal introductions and the Board focussed on new issues and business from the start.<br /><br />The launch event of today was cinsidered successful, with 40 attendees and good keynote presentations by Jeff Spitler, Lori McElroy and Jake Hacker.<br /><br />The main discussion focussed on ideas how to move IBPSA-England forward, partly fuelled by an open forum discussion with the attendees of the Launch Event. Topics discussed were:<br />â€¢	Article to be published in the CIBSE Journal, to be written by Martin and Pieter. This is to be circulated amongst Board Members for comments before submission.<br />â€¢	Article for IBPSA News, to be initiated by Pieter; again to be circulated amongst Board Members for comments before submission.<br />â€¢	Development of the website to include a secure-access session for members only, to include an job openings session, FAQs, tools/vendors section. All board members are to think about items that can be included here; Dejan will bring them together and put them to the web.<br />â€¢	The pros and cons of setting up either a forum or mailing-list for UK-based simulationists, similar to the mainly US-oriented BLDG-SIM list. No final decision is reached.<br />â€¢	The board has a strong feeling that in order to organise future events it would be good for IBPSA-England to be able to hold funds. Malcolm and Mike will investigate the options and consequences in terms of liabilities, risks etc. An informed decision will be taken at the next meeting.<br />â€¢	Options for getting funding for IBPSA-England will be researched, looking into EPSRC Network funding (Ian) and CIBSE (Simon). The board agrees that approaching CIBSE is best done once IBPSA-England has a bit more firm standing, and is best carried out by industrial partners.<br />â€¢	The organisation of future events. Malcolm offered to organise an event on the topic of â€˜Good Practice in Building Simulationâ€™. Preliminary date and location: 6 March 2007, DMU, Leicester. Pieter offered to oganise an event on â€˜Building Simulation in the SouthWestâ€™. Preliminary date and location: 16 November, Plymouth. A short round of introductions took place for â€˜new facesâ€™.<br /><br />Ian Ward opened the formal meeting and introduced the agenda.<br /><br />Pieter de Wilde summarised the final work on the IBPSA England Charter, as forwarded by email to the Board on the 6th of April. Since then, most board members have signed; however, since a few signatures are still missing Pieter asked for a signature on a new print-out, which was passed along all attendees. Pieter still needs a signature of Simon Rees; once that is received he will scan the Charter and send the formal application to Dru Crawley of IBPSA World.<br />Ian Wards presented a draft outline for the IBPSA England Launch Event, which is to take place at the University of Sheffield in Autumn 2006. This was followed by a brainstorm of the Board on an outline for the agenda and potential topics/speakers. The event is to include a presentation with a high-ranking official of IBPSA World; Jonathan Wright informed the group that IBPSA World Representatives will meet at Loughborough on 11 and 12 September. Due to this fact, 13 September was selected as date for the event. Other topics considered for presentation were: current state of simulation, examples of the use of simulation, and a forum discussion on the future of the discipline. Ian Ward will work out a full programme and invite speakers.<br /><br />Mike Davis presented the IBPSA England website, as developed by Dejan Mumovic. The design is approved, and the logo adapted as logo for IBPSA England in general as well. Some slight comments are given on page lay-out and content; Mike Davis will report these to Dejan.<br /><br />Andrew Marsh informed the group that a number of people from Wales is following the launch of IBPSA England with great interest, and will follow up with the launch of IBPSA Wales as soon as IBPSA England is established. There is no information available about any incentives or interests in Northern Ireland.<br /><br />Pieter de Wilde informed the Board that IBPSA Netherlands sends out regular round-robin emails to inform the members of upcoming events, IBPSA World news etcetera. Ian Ward was elected chairperson for the meeting.<br /><br />Ian Ward summarised the reasons for establishing an IBPSA regional affiliate in England, and the findings from the previous meeting. All present confirmed the desire to go ahead and start IBPSA-England.<br /><br />There was an initial discussion on how to proceed and formally start. It was decided to consider the present meeting as formal launch of the Affiliate, by means of discussion of the draft charter, then to be signed by all present.<br /><br />The draft charter for IBPSA-England was then discussed in detail, and amended where appropriate. A few issues raised were: finances (in the long term, it might be desirable to be able to hold funds; if so required, there will be a need to open an account and appoint a treasurer); board/committee structure, and mechanisms for selection of this board/committee; role and membership of organisations; the relationship between IBPSA-England and other IBPSA affiliates for different geographic areas within the UK; and initial IBPSA England events.<br /><br />The founding committee then elected Ian Ward as chair of the Initial Board, Malcom Cook as Vice-Chair, and Pieter de Wilde as Secretary, with Jonathan Wright, Simon Rees, and Dejan Mumovic as members. It was decided to ask additional members of the board during the coming weeks.<br /><br /><br />Decisions<br />â€¢	IBPSA-England was formally launced during this meeting<br />â€¢	The charter of IBPSA-England was discussed in detail. Alexander, L Yu, I Ward<br /><br />Apologies<br />J Wright, L Mc Elroy, P De Wilde<br /><br />Discussions<br />A meeting of some of the interested parties in forming an IBPSA affiliated group was held at the University of Sheffield, School of Architecture on Friday 7th October.<br /><br />The agenda for this meeting is attached at the end.<br /><br />The discussions first focused on determining if forming an IBPSA group was a viable proposition given the history of BEPAC.  It was agreed that it would be a good idea to bring those involved in simulation together to exchange ideas.<br /><br />Iain Mc Donald then gave a presentation on the workings of the Scottish Energy Systems Group and how it interacted with both Joe Clarkeâ€™s ESRU and the industry.<br /><br />There was also some debate as to whether or not the formation of a UK IBPSA was a good idea or not.  The general consensus was that by staying as individual country based groups there may be the opportunity to run â€œlocalâ€ events without the need for participants to travel the length of England, Wales to attend. 			<![CDATA[EPSRC PhD Studentship (Carbon Reduction in Buildings) at the Bartlett School of Graduate Studies, UCL<br /><br />This EPSRC Studentship is associated with the Carbon Reduction in Buildings (CaRB) project at the Bartlett, a major four year study of energy use in the UK built stock that began in October 2004. The studentship is open to all UK/EU applicants for three years' PhD research in a choice of topics associated with the CaRB project. <br /><br />The Bartlett is one of the leading buildings and energy research departments in the UK and has an international reputation placing it among the forefront of world research in its fields. Bartlett research is multi-disciplinary combining a 'real world' problem-oriented approach with strong intellectual foundations. Fields include a wide range of research associated with building energy use, health, comfort and lighting, along with integrated project management, heritage buildings and numerous others. It is the largest postgraduate Faculty of the Built Environment in the UK with an annual income of Â£10M and some 850 postgraduate students from over 80 countries.<br /><br />CaRB is a Â£3m project funded by the EPSRC and Carbon Trust under the Carbon Vision Buildings (CVB) programme. The Bartlett is one of a consortium of five UK universities involved in the CaRB project, one of three projects in the CVB programme. The CVB research teams include many of the leading specialists in building energy use in the UK. <br /><br />The primary aim of the CaRB project is to understand and model energy use determinants and trends in the domestic and non-domestic building stocks. This aim involves the collation of large quantities of information from existing data sources on the construction, building services and user activities of the domestic and non-domestic built stocks and their energy use. Additional fieldwork for both domestic and non-domestic stocks is under way now and substantial data resources have already been accumulated. The research is at the frontiers of its field and includes descriptive, statistical and spatial analyses and innovative approaches to data collection, modeling and monitoring buildings and built stocks and user behaviour. <br /><br />The CaRB project provides an opportunity for a number of interesting and innovative research PhDs in topics ranging from the empirical (involving specialist fieldwork and physical analysis) to the theoretical (involving sophisticated statistical, geographical and geometrical analyses using existing data resources). The detailed content would be agreed with supervisors to fit with the student's research interests and a broad view of the CaRB research goals. The studentship will suit candidates with the capacity and wish to do good research, an interest in buildings and energy efficiency, and a background most probably in architecture, building science, engineering, physics, geography, planning, economics or applied mathematics, depending on the selected topic. <br /><br />For further information about the Bartlett, and the CaRB project, go to www.bartlett.ucl.ac.uk and www.carb.org.uk.
